Film decree - public areas
In 2021, the Decree No. 49.283 stated the rules on filming in public areas of the City. Read the full text here (in portuguese): here.
Enviroment
Permits for filming in green areas, such as beaches and natural parks, are issued by the Environment Secretariat. Therefore, there is a consideration for the use of images of these places, which is around R$1.635,62 per day, that is converted into goods, services or materials for local conservation. The consideration is a federal prerogative, which allows public departments to charge for particular activities that are held in environmental conservation venues. Since 2014, in Rio de Janeiro City, this charge is regulated by SMAC Resolution nº 565: here (in portuguese).
Permits
The film permitting process is 100% digital. Producers can access Rio Mais Fácil Autorização de Filmagens System, where one can require and get film permits for filming in public areas. But be aware: requests must be submitted by the local producer/fixer, regarding at least 7 work days prior to the shooting day.
Uso das vias e trânsito
Em caso de reserva de vagas, fechamento de via ou intermitência de trânsito, o solicitante é responsável pela contratação de pessoal apto, de empresa cadastrada pela Prefeitura, através da CETRio, para viabilizar o monitoramento, bloqueio e desvio do trânsito do entorno. Além disso, é necessário acompanhar o Diário Oficial do Município (www.doweb.rio.rj.gov.br, seção Secretaria Municipal de Transportes), onde é publicada a portaria de autorização de realização da filmagem;
